Eastern Regional Jail Release Paths
Eastern Regional Jail and Correctional Facility, commonly shortened to ERJCF, is the only verified adult regional jail serving Morgan County. It is not a “Morgan County Jail.” The official WVDCR facility page states that the Martinsburg facility serves Berkeley, Jefferson, and Morgan Counties. WVDCR owns the custodial admission, movement, and release record after a Morgan detainee is committed there.
A person leaving ERJCF can take several paths. Bond, recognizance, dismissal, time served, sentence expiration, probation, or home incarceration may return the person to the community under the applicable order. A felony commitment may move the person into the WVDCR prison system. A detainer may send the person to another county, state, federal authority, or immigration custody. Only the first group is a community release.

Confirm an Eastern Regional Release
The public regional-jail search is designed for current custody. A name that no longer appears may indicate release, but it may also reflect a prison transfer, court movement, correction, or another event. Build a chronology and preserve the date, time, spelling, and URL of each check.
- Search the WVDCR Regional Jail portal using the full name and reasonable variants. Record the facility and booking identifier for a match.
- If the name is absent, check the separate WVDCR prison search. Appearance there points to continued state custody, not release to the community.
- Search West Virginia VINE for the same person and ERJCF. Preserve the exact custody-change wording and timestamp.
- Locate the Morgan Magistrate or Circuit case and obtain the newest signed bond, dismissal, sentence, or disposition order.
- Request WVDCR’s movement or release transaction when the public sources do not distinguish release from transfer.

Eastern Regional Release Records
Ask WVDCR for the release transaction and movement history for a bounded ERJCF confinement episode. Include the full legal name, known alias if useful, approximate booking and release dates, booking or offender number, and Morgan County case number. Request the release date and time, release type or category, releasing facility, authority or order, receiving-authority category, booking sheet, and booking photograph. Ask for electronic copies and all segregable nonexempt fields.

No official public source reviewed gave a routine release counter, gate-release schedule, waiting area, or pickup procedure. Call before travel. Public-record pickup, visitation, property transactions, and physical release processing may follow different rules.
Eastern Regional Jail’s Morgan Role
ERJCF opened in September 1999 and serves three counties. Its regional structure explains why a Morgan arrest can lead to custody and release records in Martinsburg. The Morgan County Sheriff remains the source for its own arrest or incident report, while WVDCR is the principal custodian of detention, movement, and release data for a person committed to ERJCF.
Morgan County has no verified adult state prison within its borders. A person sentenced to state custody can be designated anywhere WVDCR chooses. The jail and prison searches appear near each other on the agency site but answer different questions. A move from one side to the other is continued correctional custody.
Who Owns Morgan Release Proof?
Morgan’s custody record is institutionally split. The Sheriff owns the local arrest side. WVDCR owns the ERJCF custody event. The West Virginia judiciary owns the legal authority for bond, dismissal, sentence, probation, or transfer. This three-source chain is the distinctive Morgan County release problem.

Morgan Court Release Orders

A docket can show bond, dismissal, plea, jail credit, probation, or commitment, but a docket abbreviation may not state the order’s full effect. Ask for the signed document.
A court can authorize release before ERJCF completes processing. Another case or detainer may also block physical departure. For that reason, the court order and WVDCR transaction are complementary. Keep both dates rather than choosing the earlier one and calling it the release time.

West Virginia VINE covers all ten regional jails, including ERJCF, plus state correctional facilities. Search a single person, verify the facility and identifier, then register through a currently offered phone, email, text, or app method. The state service also publishes a toll-free phone route at 1-866-WV4-VINE.
VINE is an alert system, not a historical certificate. Registration may depend on the person still appearing in a participating feed. WVDCR warns that an interfacility transfer notification occurs after arrival at the new site rather than at the first moment of movement. Alert timing must not be converted into a claimed gate-release time. Preserve the message, then compare the court order and movement record.
Match Morgan Regional Release Records
A name alone is not enough to connect an ERJCF search result, Morgan court file, and WVDCR release transaction. Start with the booking or offender number when it is public, then add the Morgan County case number. Compare the full name, middle initial, alias, approximate age, committing county, facility, charge dates, and booking dates. Use a full birth date only when an office needs it to distinguish records, and do not republish it without a lawful reason.
Keep separate custody episodes on separate timelines. One person may enter ERJCF more than once, and an old booking photo can remain online after a later case changes status. A clear chronology records arrest, booking, court authority, movement, release or transfer, and any post-release supervision. Each event should cite the source that actually proves it. When a court says release on bond but the regional-jail search still returns the person, confirm that the order belongs to the same case and that its conditions were met. Another warrant, case, or detainer may control. Administrative processing can also continue after the judge acts. Conversely, a public search can lag a completed release. Report both dates with their labels instead of treating one source as automatically wrong.
Eastern Regional Release Logistics
No authoritative source in the Morgan research gives ERJCF’s routine gate-release hours, physical release door, family waiting policy, property pickup process, weekend practice, or transportation arrangement. Those gaps must remain gaps. Operational procedures can also change quickly.
Call ERJCF before traveling and ask where current instructions are provided. Do not wait on facility grounds without permission. If a person is expected to transfer, use the receiving authority’s instructions instead of assuming a community pickup. The facility’s main number is a routing point, not a guarantee that protected details will be given by phone.
